  1. To approve Inter-branch Scientific and Technical Program "Nano-physics and nano-electronics" developed by Ministry of Education and Science (MES).

  2. To appoint MES the Customer and Scientific and Industrial Concern NAUKA (Kyiv) the Managing Body of the Program.

  3. To appoint Mr. M. G. Nahodkin, Academician of National Academy of Science, Director of the Program.
    To give the right to the Director of the Program to make changes in the Program after concordance with MES within the bounds of established volume of financing and at sight of reports about accomplishment of certain projects.

  4. MES is to provide the Program with financing within the established volume of assignment in accordance with the national budget issue "Fundamental researches and assistance to scientific and technical advance" (functional classification code 040204 "International scientific and technical cooperation").
 
Appeal to the governments of Ukraine and Russian Federation  
 
It has gone half a century since the first solid-state integrated electronic circuit was created. Nowadays the integrated circuits with the sizes of working elements in order of 40 nanometers are already being produced. The bases of the creation of devices with the elements of the nanometer scale are highly being developed.  
The newest technologies of the installation at the nuclear level are developedto create structures with set electronic, electric, optical, magnetic and other properties. 
 The creation of the nanostructures, applied to create the light-emitting elements of semiconductor lasers and the super bright light-emitting diodes of a various luminescence spectrum, is promising direction. It's especially urgent inthe producing new energy-saving lighting devices.Vacuum nanoelectronic, where are synthesized the principles and advantages of vacuum and solid-state electronics, opens the new possibilities in the improvement of the characteristics of devices. By the dynamic of the development, various nanotechnologies occupy one of the first places in the world and in the near future the market of products on their basis will reach 1 billiard US dollars.
 According to the decision of Joint scientific and technical council of the international Ukrainian-Russian Program "Nanophysics and Nanoelectronics", the Eighth international Ukrainian-Russian seminar "Nanophysics and Nanoelectronics" took place in Kiev, December 6-7, 2007. During the seminar were heard the reports, summing the work of the Ukrainian and Russian scientists of the implementation joint scientific and technical program "Nanophysics and Nanoelectronics" in 2007.
 It was accentuated that all the projects of the program correspond to the world tendencies in this dynamically developing area of a science and technologies. Cooperation between the leading Ukrainian and Russian scientific centers and enterprises becomes more active, that makes the using of scientific potentials of two countries more effective. It corresponds completely the main purpose of the Program – the restoration of traditional relations between Ukrainian and Russian scientific and technical establishments, the developing of fundamental researches and technologies in the nanoelectronics area, the creation of the competitive production on this basis, which will provide the progress of both countries in the area of high technologies.
 The participants of the seminar were warred about the underfunding of the Russian part of the Program of joint researches that substantially hampers the implementation of the researches. In view of the insufficient support of the Program by Intergovernmental structures of Ukraine and Russia which must promote the development of the scientific cooperation of the scientists of both countries - there is not still a formal decision about the interstate bilateral status of the researches that are conducted within the framework of the Program "Nanophysics and Nanoelectronics".
 The Joint Ukrainian-Russian scientific and technical Council of Nanophysics and Nanoelectronics makes a request to the Governments of Ukraine and Russian Federation to promote the further development of financing of the joint researches in the area of nanoelectronics and nanotechnologies and to provide for a financing of Program "Nanophysics and nanotechnologies" at rate of 45 million UAH of its Ukrainian part and 250 million RU of Russian part in the state budgets of both countries in 2008.
 It's urgently required both the world tendencies of the development of scientific and technical progress and the necessity of the further technological integration of Ukraine and Russia within the framework of the all-European integration processes.
